Experts to examine new approaches to improving legal support for government agencies at SPILF 2025

The session ‘Delivering Legal Functions in Government Agencies: People, Processes, Technologies’ will take place as part of the 13th St. Petersburg International Legal Forum on 20 May 2025.
Modern processes, such as the introduction of project management as well as lean and agile methodologies, the use of a risk-oriented approach, and the creation of cross-functional teams, help increase the efficiency and transparency of government bodies. It is also essential to ensure that the introduction of any new management technologies comply with legal norms and principles. The use of digital innovations, including artificial intelligence capabilities, must be supported by the corresponding regulatory framework to regulate their use and protect the rights of citizens.
“The challenges for public administration require fundamentally new approaches. The conventional model of legal support, which is based on a reactive approach and paper document flow, no longer meets the needs of the digital economy and the expectations of citizens. To remain effective, public legal services need to be transformed by introducing innovative approaches to HR management, process optimization, and the use of technologies,” Director of the Department of State Registration of Departmental Regulatory Legal Acts of the Ministry of Justice of the Russian Federation Vladimir Kochetkov said.
The session will include an exchange of experience and best practices with the goal of improving legal support for the work of government agencies. Based on the successful examples of their colleagues, the experts will discuss specific ways to deliver legal functions in various agencies, and also talk about how to prevent controversial situations that arise in the work of government lawyers.
In addition, the participants will examine new approaches and methods for delivering legal functions, as well as the creation of mechanisms to accelerate this process.
The Forum is being organized by the Roscongress Foundation with the support of the Ministry of Justice of the Russian Federation.
The 13th St. Petersburg International Legal Forum will take place on 19–21 May 2025 in St. Petersburg.
